Mazzini and Garibaldi plan to penetrate the Papal States and from there advance towards Naples. Garibaldi has the king’s support. But the political dangers of invading the Papal States are soon realized and the decision is made to focus on Sicily. Cavour is skeptical of the operation’s success.
