The London Memorandum is signed: for the Trieste Zone, Zone A goes to Italy and Zone B to Yugoslavia. Tito tries to obtain better terms until the very end, and the final settlements are facilitated by the American offer of non-repayable financing and raw materials to build a port in Yugoslavia’s Zone B. The Italian government initially resists the plan, but is then persuaded by the Americans.
