Washington, D.C.—After the plan launched in Lausanne by Belgium, France, Germany, Japan, Great Britain, and Italy to settle war debts and remove barriers to international trade, the plan was approved by the U.S. Congress, which rejected it. Germany, however, immediately suspended outstanding payments, and other nations followed suit, with occasional exceptions. Finland was the only country to pay to the last dollar.
