United States. The House of Representatives approves the Gulf of Tonkin Resolution by a vote of 414 to 0. The Senate approves the resolution by a vote of 88 to 2. This gives the president the green light to escalate the military situation in Vietnam. Although, as it turns out, the second attack on American ships may never have actually occurred.
