United States. After two months of military campaigns, Spain offers to sign a peace treaty with the United States. US President McKinley has done little during this time to explain the reasons for the war to the Americans. And now, a few months before the midterm elections, he has the opportunity to do so. The United States gains the Philippines, Guam, Puerto Rico, and the Guantanamo military base, while Cuba gains independence, with a sort of American military protectorate. 400 Americans and 800 Spaniards lose their lives in the conflict, but many thousands die of disease. The US Senate ratifies the Treaty of Paris by a vote of 57 to 27.
