In response to the Soviet Sputnik, US President Eisenhower decided to create ARPA (Advanced Research Projects Agency) to manage all matters related to space. He was then persuaded by Vice President Richard Nixon that it would be better to also create a civilian agency to manage scientific missions and avoid having to display the American flag on military missions, which could provoke strong reactions from the Soviets. NASA was also created as a result.
