The Soviets, following the Ribbentrop-Molotov Pact with the Nazis, and after having requested and obtained permission to establish military bases in the Baltic countries, militarily occupied Estonia, Latvia and Lithuania, formed pro-Soviet political parties, deported tens of thousands of people and the entire ruling political class to Siberia and then called elections for annexation to the Soviet Union which duly occurred.
