In his Westminster speech, Ronald Reagan declared that the USSR was going against history by denying its citizens freedom and dignity. This was the public version of NSDD-32 (National Security Decision Directive 32), which stated that the Cold War was no longer to be considered a permanent situation: the initiative had to be taken because one side would win and the other would lose.
