Truman, as outgoing president, delivers a televised address to the nation, in which he cites “the eighth year of the atomic age,” and (prophetically) “Soviet expansionist aims have been checked, and sooner or later the time must come for change in the Soviet Union, from within the Kremlin, or from satellite states, or by popular revolution,” and also declares that “the nuclear option is totally unthinkable to rational people.”
