A “Target Committee” begins to meet to remove possible targets of nuclear bombing in Japan from the list of cities to be bombed; by the end of July 1945 the list will include Hiroshima (classified as AA), Yokohama (A), Kokura (A), Niigata (B), Nagasaki; the ancient city of Kyoto (AA) will be removed by the veto of the Secretary of War Henry Stimson.
