Licklider, the father of the Internet concept, describes his vision with the intentionally grandiloquent phrase “the Integralactic Computer Network.” In April 1963, he wrote a memo to ARPA IPTO (Information Processing Techniques Office) affiliates, urging them to consider networks of different computers, concluding that it was neither desirable nor necessary for all centers to use a common language, or even to know the language of the other.
