In London, Charles Jenkinson of the English Treasury outlined a strategy for exiting the war in America: abandon New England altogether and set the border on the Hudson River, with the independent rebels to the North and the British colonies to the South (more inclined to follow the order and “security” of English society). The North would, however, continue to trade with England for English wool and Indian spices.
