Mongolia. Genghis Khan dictated (he was illiterate) a rudimentary code of laws called yasa. It was preserved in scrolls and was accessible only to the highest government officials. In reality, this code was probably not a structured body of laws as we understand it. Indeed, it is not even certain that it was ever written: the reference “yasa” could refer to individual decrees.
