China. The throne is occupied by the Eastern Wei Dynasty. Gao Yang, an unscrupulous careerist, seizes power and ties Yuan Huangtou, son of Emperor Yuan Lang, to a large kite and launches it from a tower so he can spy on the enemy’s moves from above. Yuan survives the ordeal but is later executed.
