German scientist Theodor Wulf measured ionizing radiation at the base and top of the Eiffel Tower and discovered that at the top, it was only slightly less than half that on the ground. That is, much more than he would expect if it were emitted by terrestrial rocks, as was the current theory at the time. Wulf had just discovered cosmic rays.
