Florence. The first patent (though ad personam, without a law) dates back to Filippo Brunelleschi in Florence: it was a privilege for the invention of a barge for transporting large blocks of marble. The first patent recognized by law was issued in 1474 in Venice: this was the first patent legislation as we still understand it today.
