General Colin Powell devised and implemented the so-called Powell Doctrine, based on the use of overwhelming force to achieve a quick victory at the lowest possible cost in American lives. It was actually largely based on the Weinberger Doctrine, developed by Caspar Weinberger, Reagan’s Secretary of State and Colin Powell’s former boss, who in turn would become George W. Bush’s Secretary of State.
