Twenty Soviet cargo ships approach the American naval blockade off Cuba, which consists of 60 naval vessels. One passes through the blockade, and 19 reverse course. Among them is one with 20 more nuclear warheads, in addition to the 20 already stationed on the island. Secretary of State Dean Rusk declares: “We’re eyeball to eyeball, and I think the other fellow just blinked.”
