The Gray Board’s verdict in the Security Hering v. Oppenheimer case arrives: the Gray Board determines (by a two-to-one vote) that Robert Oppenheimer is a loyal and law-abiding citizen but, at the same time, could pose a security risk; Evans, a member of the commission and a conservative Republican, dissents and writes a minority report where he essentially states that the charges against him were already known when Groves put him in charge of the Manhattan Project.
