Only a few weeks had passed since the Yalta meetings, but already President Roosevelt was furiously telegraphing Stalin that he was thus violating the Yalta agreements that called for the formation of freely elected democratic governments in Eastern Europe, in reference to the measures taken by the Soviets in Poland.
