The Manhattan District of the Corps of Engineers (MED) is formed, named, as is Army tradition, for the location where the decision was made. General Leslie R. Groves is appointed commander of the Manhattan District. Groves had previously overseen other major Army projects, including the construction of the Pentagon in Washington, D.C.
