Soviet Union. The “Provisional Instruction on Deprivation of Liberty” is made official, imposing forced labor on prisoners. This law implements Lenin’s own directives from a few months earlier, which stated: “Confiscation of all property […], detention in prison, sending to the front and to forced labor for all lawbreakers.” The principle is “he who does not work shall not eat.” Immediately after the start of the October Revolution, the idea that would lead to the Gulag concentration camp system was born.
