Japan moved toward Western culture, giving a dramatic boost to its industry and economy. This also had cultural repercussions: in 1871, an imperial decree required high-ranking officials to wear the yofuku, the European frock coat, over a high-collared white shirt. In 1887, it became customary for all public employees.
