Lord Paget, Secretary of the British Admiralty, in his report to Parliament in London after the battleship clash off Norfolk, argues that suddenly the Royal Navy no longer has 149 battleships ready for battle, but only two: HMS Warrior and HMS Ironside, which in reality are also oak vessels, covered with steel armor. Paget maintains that from now on no more wooden warships will be built. The foresight and insight are admirable, even if belated compared to the Americans.
