The reactionary King of the Two Sicilies, Ferdinand II, granted the Constitution and the election of a parliament. Other European sovereigns would follow suit, granting constitutions modeled on the French one. Only Lombardy-Venetia, Parma, and Modena remained without a constitution in Italy.
