The Hague, Netherlands. All technologically advanced nations except one ratify the Hague Convention, which prohibits the use of chemical weapons in warfare. The exception is the United States. Perhaps they had some reason to do so, since the treaty hypocritically bans substances barely more toxic than chili peppers. The signatories, however, would use chemical weapons within a few years during the First World War, while the United States itself would not use them (despite having developed them). In 1975, the Geneva Protocol was signed, this time also ratified by the United States. In 1991, through a decision by President George W. W.
